Is there a future?
Can nudes and textiles live together in harmony? One wonders sometimes in our puritanical country. But we have hopes. Miami Beach discovered many years ago that it would attract tourists if it would allow topfree sunbathing, and lo and behold, it is still there. Haulover Beach, just a few miles north has become an example for success with nude beaches. And there are many more examples.
Nude season is here, and we need to set good examples, and show that nude is not lewd. Support nude business, and support nude beaches.
Your editor.

AOL family now blocking CO Digest
We are having problems now with AOL blocking the CO Digest. They now have a limit on the number of emails that can be received from one location, thus, only a few subscribers will get the CO Digest on AOL. We are also having problems with the CO Digest being treated as spam. Unfortunately, we can not fight the spam people... that will take you, the subscriber complaining to your ISP if you do not recieve your email. We'll start putting the Digest on this blog as we send it out.

SUBJECT: Washington House Bill 1333
TO: All Naturists and other concerned citizens
Dear Naturist,
The Naturist Action Committee (NAC) has recently received numerous
questions related to a Washington state legislative bill from last year.
Specifically, those questions have involved House Bill 1333, and whether
that measure poses an actual threat in 2006.
It does not.
NAC has repeatedly taken the lead in defending naturists in the matter
addressed by HB 1333. NAC successfully derailed Washington House Bill
1333 in 2005, just as NAC had killed its predecessor, House Bill 2645,
in 2004.
Despite concerns that may have been implied or voiced recently, there is
no credible or reasonable threat from HB 1333.
NO ACTION IS REQUESTED AT THIS TIME
This is an Update. NAC is not requesting that you take action. An attempt
at action on this issue at this time could be counterproductive or harmful.
The Naturist Action Committee encourages naturists to focus on real issues,
and there's no shortage of those. This NAC Update is intended to allow a
misplaced concern to be laid to rest.
BACKGROUND, BRIEFLY
Police and prosecutors in the city of Everett consider the state's current
indecent exposure law to have a loophole because it does not allow a
conviction under a local ordinance to count toward felony punishment status
on a second conviction. House Bill 1333 was introduced on behalf of the
Everett police and city government, who had a lobbyist pushing hard to get
the bill passed into law.
House Bill 1333 was similar to a bill (HB 2645) in the 2004 legislative
session, which was also pushed by officials from Everett. Both bills were
introduced by Rep. Al O'Brien (D-Mountlake Terrace).
As part of its vigorous opposition to both measures, NAC hired a legislative
lobbyist for the 2004 session and again for the 2005 sessions. In both those
years, NAC presented testimony before the legislative committee considering
the two bills. NAC also worked directly and intensively with state lawmakers
and officials from Everett.
NAC issued Action Alerts in 2004 and 2005, calling for a letter writing and
telephone campaign that put citizens in touch with Washington state lawmakers.
The gratifying response - YOUR response - was a key component in derailing both
bills. Neither HB 2645 in 2004 nor HB 1333 in 2005 was passed into law. NAC
thanks you for your important part in those victories!
RECENTLY
Washington is presently in the second year of its legislative biennium. By law,
bills carry over from the first year of the biennium to the second year. By
convention, those bills that didn't make it in the first year are "reintroduced
and retained in present status."
The specific mechanism is that on the initial day of the second year of every
biennium, a floor resolution is offered (and perfunctorily seconded and passed)
to allow the wholesale carryover of all unfinished bills from the previous year.
January 9, 2006, was the initial day of the second year of the Washington
legislative biennium, and the pro forma resolution that came on that day was
entirely expected. It's a part of the standard startup for the second stanza
of the session.
That's what happened with HB 1333 from last year. And if you'll look, the process
also applies to scores of other bills that aren't going anywhere. Check, at random,
the status of any bill that didn't pass last year. You'll find the same thing.
In fact, if you'll do a Google search for "By resolution, reintroduced and retained
in present status," you'll come up with more than ninety-five thousand hits for
Washington legislative bills from previous biennia.
But if House Bill 1333 is technically alive, then are concerns warranted?
The answer is NO. Just days ago, Naturist Action Committee board member Mark Storey
spoke personally with Rep. Al O'Brien, the bill's sponsor. Rep. O'Brien confirmed
that no attempt whatsoever will be made to advance HB 1333 in this session. Meanwhile,
NAC remains in close communication with its Washington state legislative lobbyist.
If similar legislation or a new threat should appear, NAC is ready once again to take
immediate action.

SUBJECT: Wreck Beach
TO: All Naturists and other concerned citizens
Dear Naturist,
An article published yesterday in The Globe & Mail gave the
impression that the University of British Columbia (UBC) had relented
on the issue of residential towers that are planned to loom over Wreck
Beach. The article portrays the long-standing controversy as having
been resolved.
The newspaper article is quite misleading. Unfortunately, the matter
is not resolved.
Beginning with an opening phrase that reads, "The buff battle of the
bluffs is over, according to the University of British Columbia," the
newspaper article merely repeats UBC's spin concerning the towers and
the Official Community Plan (OCP) that is supposed to govern development.
STATEMENT FROM THE WRECK BEACH PRESERVATION SOCIETY
The Wreck Beach Preservation Society (WBPS) has released the following
statement:
"The buff battle of the bluffs is NOT over! With characteristic disregard
for the governance role of the Greater Vancouver Regional District (GVRD),
UBC's Board of Governors defied the recent GVRD Staff request to lower
the remaining two towers to 16 storeys.
"This so-called balanced 'scaling back of the project' does NOT address
the needs of over 6000 students who signed the anti-Phase 2 petitions out
of 47,000 signatories. The simple fact is that only the GVRD can determine
if the towers are in compliance with the OCP.
"UBC has no business whatsoever pronouncing its development to be
consistent with the OCP by usurping GVRD jurisdiction over planning in
Electoral District A, in which Wreck Beach lies. If the UBC towers are
not further lowered, they will violate several GVRD visibility
resolutions.
"It is time that GVRD parkland stewards call UBC's bluff or the
obscenities will continue."
NO ACTION IS REQUESTED AT THIS TIME
This is an Update. Neither NAC nor the Wreck Beach Preservation Society is
requesting that you take action at this time. Your responses to past calls
for action have been effective and appreciated. Thank you!
The Wreck Beach Preservation Society will determine what future actions
may be appropriate. Watch for NAC Action Alerts, Advisories and Updates
on this issue.

Editor's Note: In our last issue, we printed an incorrect web address.
The correct web address is posted in this issue.
From: Cheri Alexander
Last year, several people told me they were disappointed that they
missed Travelites' annual canude trip. This year the event will
take place on 7/15 on a not well-developed river near Nichols, SC,
Hwy. 9, about an hr. from Coventry-NC and Whispering Pines.
So far, we have people who have reserved not only from the Columbia
area, but friends from the New York state area will be joining in
on the fun.
The cost is $25/person and includes the canoe, of course the canoe,
personal flotation device (life jacket), and a 1/3 lb. deli sandwich
with roastbeef, turkey, ham, cheese, lettuce (Ior any combination
thereof). We have a limited number of rentals available if people
do not have their own vessels. If you have your own vessel and
want to join us, you can still get a sandwich at $5.
There is a registration fee if you are not a member of a sister club.
It's an easy 7 mile float, professionals might be disappointed.
:) Cheri

New Digest issue out today
We are sending out a CO Digest issue today, but it appears that AOL is blocking our IP, and the issues are being bounced. We are also being bounced by att.net, and we've heard reports that Yahoo subscribers are also not receiving their digests.
Frankly, we don't know what to do.

Back from Vacation
The CO Digest is back from vacation.... what an enjoyable time we had on our trip to Colorado. We were able to visit Orvis Hot Springs, near Ridgeway, Colorado, and what an incredible place. We'll have a full report in the next issue of the CO Digest, and we hope to get that out by tomorrow evening.

The CO Digest is on Vacation
Hello from the road. We are in Farmington, New Mexico, on the way to Ouray, Colorado today. We plan to visit Orvis Hot Springs either today or tomorrow and get a feel for this area. Our trip is going well, other than the fact that our AC in our RV cratered. Repairman says its a manufacturing flaw, and he might can fix it, but it will cost a lot of money, so we are going to go without for the rest of the trip. Good thing we are in the mountains....
The bad news is the AC is out of warranty... Oh, well.
We'll let you know how the Hot Springs at Orvis are.

Topfree in Cancun
Our friend Rupe posted this link in Rixplace today (http://www.rixplace.com), about a topfree story by a non-nudist. The post is on a website of nude photograhy http://domai.com/news/2005/07july-01/, and is a rather interesting read. Here is how it starts:
Having been raised on the island of Kauai, Hawaii, in an area unspoiled by
tourists, I grew up taking it for granted that I could go topless with the
same freedom as a man.
When I went to college on the mainland that I found that I could not take
this for granted anymore. Fortunately I found in Sam a boyfriend, (now
husband) who feels as I do on this subject and most others too.
The episode about which I am writing concerns a trip that we took to Cancun,
Mexico. Besides Sam and myself, our party consisted of Sam's sister, Megan,
whom I was meeting for the first time, Katie, my housemate, and Katie's
boyfriend, Armand. Katie enjoyed being topless as much as I did, and at home
we always went topless in warm weather. Sam had told me that Megan was not
used to the idea of women going topless.
If you are interested, you can read the rest of the article on the website.
